Hey Tom,
This issue has been fixed in Fire Toolbox V15. But, V16 has just launched so I’d recommend installing Google Services with V16. Let me know if you have any additional questions or concerns!

your program caused my kindle to loop in Fire is starting…How to fix?

I’m sorry to hear that. Try plugging your tablet into your computer, launch the Toolbox, execute the Custom Launcher, click the Tool Options (:), and from the list of options select “Restore Fire Launcher”.
If that doesn’t work, try executing the following command in an ADB Shell:
8th gen and above:
pm enable –user -0 com.amazon.firelauncher
7th gen and below:
pm unhide com.amazon.firelauncher
